I'm not gonna read a darn thing.
I'll say this.
Florida is not a Mad Max state. Its a "I don't know how to drive, I don't care how to drive, i'm too old to drive, i have the right of way even when I don't, I don't obey traffic laws, I never read the driver's handbook yet somehow passed the written driver's test" state.
And I should know...I live here.

A high school girls I know of was killed by a reckless driver. It was her last day of high school. She had hopes and dreams and some moron collides with her because he's to busy driving in the wrong lane

Happens everywhere, and nothing is done about. Most of the bad driving is caused by i think a uncaring and seflish society. It then manifests itself on the road quite simply as the chances of being pulled over and booked by a cop is vertually nil. There was recently a test of which state actually KNEW how to drive on paper.
Rhode Island tested the worst...and somehow Florida didn't get #1...I guess a few good test takers actuall passed.
