Most likely. When McCarthy and Miller wrote the script some 10 years or so ago didn't they completely storyboard the whole film and assembled them almost like a "rough cut" so they had the film from beginning to end in art panel form? Pretty much why it's best not to judge Max's or anyone else's look from the boards given when they were created.
EDIT: It's worth noting that the original source for the all the storyboard and BTS photo leaks has been deleted...

The small leather covered box in the props3 photo looks to be a electric switch or detonator. It has 2 terminals underneath.
The coil of wire below the box could be used to connect the device?
The arms and chest of Hugh's costume appear to be some sort of cast/brace made of clear plastic. I'm pretty sure I saw someone on tv wearing something similar, but using white plastic. I can't recall the injury necessitating it, or else I could look it up on Google. I already tried a bunch of stuff like "upper body cast" and "plastic cast" with no success.
I've been thinking about it after looking at all sorts of medical devices, clear casts, air splints and other things online having to do with burn victims. Combined with his "gas mask" I'm starting to believe his whole outfit is a hydration suit or water recycler. It's a redesigned "stillsuit" from Dune. It makes sense if the leaked plot points about water are true. Maybe somebody else came to the same conclusion earlier and I missed it.

I kinda see where your coming from, but I feel that "purity of the human body" and "altering the human body" are going to be big themes in this. I could see water being highly sought after though. Interesting idea.

I agree. There is something unnatural about the whole look, like he's been damaged then repaired for a new, harsher world. Similar to Humongous.
Personally, I hope Keays-Byrne's character isn't the only mutant/damaged human in the film and I hope it ties in to us seeing more of what happened to the rest of the world Although I doubt we'll see anything close to a city.
